About the Panelists:   Cheryl Leahy is the executive director of Animal Outlook, a national nonprofit animal protection organization. She is responsible for the development and oversight of investigations, litigation and policy, and effecting mainstream corporate and cultural change to shift away from animal products and reduce the suffering of farmed animals. Kelsey Eberly is an attorney, writer, and commentator whose work focuses on animal and constitutional law. Prior to joining HLS as a Legislative Policy Fellow, Kelsey spent over seven years working with the Animal Legal Defense Fund’s litigation team, most recently as a Senior Staff Attorney. Kelsey is one of the country’s leading experts on so-called Agricultural Gag (“Ag-Gag”) laws—state laws that criminalize or punish whistleblowing and reporting on industrial farms and slaughterhouses. She has played a key role in the ongoing litigation campaign challenging such laws for violating the First Amendment. Kelsey is also a leading voice and litigator on the “humane-washing” of animal products—the pervasive use of misleading marketing and advertising to conceal products’ inhumane origins. Her work in this sphere has resulted in several companies changing their marketing and animal welfare practices. Rebecca Garverman is a graduate of Harvard Law School, class of 2021. Rebecca previously worked as a Junior Associate at Goodwin Procter, working primarily in the Life Sciences Intellectual Property and Strategic Transactions practice. As a 3L at HLS, Rebecca won both 2021 Animal Law & Policy Writing prizes and served as the Communications Chair of the Animal Law Society. Rebecca also served as an Article Editor for the Harvard Environmental Law Review and has interned at the ConservationLaw Foundation and the Natural Resources Division of the US Department of Justice. She participated in the Animal Law and Policy Clinic in Spring 2020, writing an amicus brief for the Ninth Circuit Court of Appeals in support of listing the Pacific Walrus as a threatened species under the Endangered Species Act, and continued her work for the clinic in 2021 as a Research Assistant to Katherine Meyer. Before law school, Rebecca worked for MIT’s Technology Licensing Office and managed a diverse patent portfolio spanning agricultural, material science, energy, and semiconductor technologies. She graduated from MIT in 2014 with a Bachelor’s Environmental Policy and Planning from the Department of Urban Studies and Planning, and a minor in Earth, Atmospheric, and Planetary sciences Chris Holbein is the Public Policy Director for Farm Animal Protection at the Humane Society of the United States, helping spearhead legislative campaigns across the country. Chris and his teammates work with family farmers, food companies, and other stakeholders to promote animal welfare and food safety. He’s been on the front lines of winning legislative campaigns in Michigan, Nebraska, Oregon, Washington, California, West Virginia, and numerous other states. In addition, Chris has been a lead organizer on two successful ballot measures requiring cage-free housing systems for farm animals.
