International Survey of Animal Law Strategies Utilizing Alternatives to Incarceration

In recent years, there has been an increase in scholarship advocating for a less punitive-focused approach to animal protection. These critiques of animal advocates’ over-reliance on incarceration in responding to harm assert that such an approach is ineffective in reducing widespread harm against nonhuman animals and perpetuates many inequities baked into punitive systems of justice. This panel will take the conversation global, with three imminently qualified presenters discussing the role of anti-cruelty laws in disempowering and incarcerating Black, Indigenous, and People of the Global Majority (BIPGM) communities; with a particular emphasis on postcolonial states, from Brazil to India to South Africa. Moderator: Z. Zane McNeill (He/They) is an animal activist and human rights advocate with over 7 years’ experience organizing. He has been an active grassroots organizer, public policy analyst, and litigation specialist for over a dozen human rights, environmental justice, and animal welfare organizations. Panelists: Rajesh K. Reddy directs the Animal Law Program at the Center for Animal Law Studies at Lewis & Clark Law School, where he teaches International Animal Law and Animal Legal Philosophy, and Emerging Topics in Animal Law, among other courses. Paula Cardoso got her law degree in 2010 at the Catholic University of São Paulo and is post-graduated in Business Contracts at the Getulio Vargas Foundation. Justin Marceau is a Professor of Law, the Brooks Institute Faculty Research Scholar of Animal Law and Policy, the Faculty director of the Animal Law Program, and an affiliated faculty member with the Institute for Human Animal Connections at the Graduate School of Social Work.
